***We are streamlining our referral process in order to more effectively serve TOC youth. As of 2/1/19, we will no longer be shopping for youth individually. we will be holding shopping events quarterly at various locations around king county. this will give youth the to opportunity to create their own styles and try on clothing to ensure accurate sizing. Available time slots for shopping will be listed here. the referring party will add their contact info and the youth’s name and age in lieu of the referral form.

referrals that were made before 2/1/19, will still be filled as they were previously.

Threads of Change strives to serve all underprivileged youth residing in King County who have been referred for services.

Referrals are accepted from:

  • Case managers from community based organizations serving youth and families (10 referrals allowed by each organization (includes all locations for each organization) per quarter.

  • School staff (10 referrals allowed by each school per quarter)

  • Community In Schools site coordinators (10 referrals allowed for all locations per quarter)


  • Youth must be between the ages of 12- 18

  • Reside in King County

  • Deemed underprivileged by referring party

  • Cannot be in foster care

Parents/caregivers wanting to access services may contact their child’s school, community-based organization, or Community In School’s site coordinator serving their child to request a referral.
